Wakiso District bring biometric technology to curb staff absenteeism

Wakiso District is implementing a new system to address staff absenteeism at health centers, utilizing biometric machines and CCTV cameras. This initiative aims to curb the persistent issue of healthcare workers being absent from their posts, which negatively impacts the delivery of essential healthcare services to the community.

The decision to implement this technology comes after investigations revealed that some healthcare workers were engaging in fraudulent practices to cover up their absenteeism.  These practices included paying colleagues to “punch in” for them using traditional attendance audit books, while they were absent from the facilities.

The new system will require all staff at health centres III and IV to clock in and out using fingerprint recognition. This digital record will replace the easily manipulated audit books and provide accurate data on staff attendance in Wakiso District. Additionally, CCTV cameras will be installed to monitor staff movement within the facilities, further deterring absenteeism and promoting accountability.

This technological approach to addressing absenteeism has already been successfully implemented in Iganga District, where similar measures led to a 10% reduction in absenteeism rates over three years. Wakiso District officials hope to replicate this success and ensure that healthcare workers are present and accountable for their duties.

The consequences for absenteeism will be significant.  According to district officials, healthcare workers must be present for a minimum of 15 days per month to be eligible for their salary. This measure underscores the seriousness of the issue and the district’s commitment to addressing it.

Beyond absenteeism, the new system seeks to address other issues plaguing health centres, including the solicitation of money from patients and the vandalism of property. The CCTV cameras will play a crucial role in deterring these activities and ensuring a safer environment for both staff and patients.

While other districts grapple with similar challenges, Wakiso District is demonstrating proactive leadership in tackling healthcare worker absenteeism. Their commitment to implementing and enforcing these measures will be crucial in determining the long-term success of the initiative.
